TRAFFIC VIOLATIONS AND THE HIGHWAY CRASH: THE ETIOLOGY OF HIGH RISK DRIVERS

This study analyzes a database of all drivers cited for traffic violations in Hawaii from 1990 through 1993, about 362,500 persons. It is built up by aggregating individual citations by specific Hawaii Revised Statute sections into ten discrete categories of violation behavior: driver responsibility, driving under the influence, speeding, protective equipment (seat belts and child restraints), reckless and careless driving, obeying signs and traffic controls, passing and location, improper maneuver, licensing and no-fault insurance, equipment and registration. Additional information is available for most cases on gender, age, time of violation, state or country of license, and whether an accident is recorded along with the citation issued.
