NEW STRATEGIES TO INCREASE PEDESTRIAN SAFETY AT TRAFFIC SIGNALS
The existing programs for promoting pedestrian traffic in German towns had been concentrated mainly on residential areas ("Verkehrsberuhigung") and central business districts ("autofreie Innenstadt"). This did not change the facts at main roads where crossing is now, as before, the most dangerous task for pedestrians. Children especially and older people feel particularly unsafe venturing out into traffic because many do not see or hear well and very few can move fast. The main components to this problem are: no safe crossing place; speed of traffic, being stranded on an island in the middle of the road; driver disregard of the rules at Zebra-type crossings; time allowed at light-controlled crossings; no help for people who are blind or disabled; footbridges too steep to climb; and foot-tunnels that attract crime.
