A FRAMEWORK FOR THE EVALUATION OF ALTERNATIVE TRAFFIC MANAGEMENT SCHEME FOR METROPOLITAN CITY IN A DEVELOPING COUNTRY

This paper presents a methodology for analysing different traffic management schemes for urban areas in India and other developing countries. It first briefly reviews some relevant earlier work, which identifies the following problems for these schemes: (1) specifying different schemes that include typical modes; (2) defining and establishing different evaluation criteria; (3) evaluating the schemes; and (4) suggesting improved city network alternatives. The successive stages of the methodology are: (1) generation of alternative schemes by combining several approaches; (2) develop performance indices and criteria like congestion, delay, travel time, quality, accident rate, pollutant quality and noise; (3) evaluate the schemes using at least one combination or weighted combination of the criteria; and (4) prioritise the evaluated traffic management schemes. In addition, data need to be collected about many relevant variables. The authors hope that further research will develop their methodology into a useful tool for improving urban transport networks.
