COMMERCIAL VEHICLE REACTIONS TO ROAD PRICING

This study was part of the major review of road pricing in London for the Department of Transport. The objective was to assess how commercial vehicle operators would react to road pricing proposals in London. This assessment was carried out by: (i) undertaking operator interviews, which included a stated preference exercise, to assess changes in times of operation and vehicle types operated; (ii) analysing trend data on commercial vehicle operations in London; and (iii) assessing reactions on the basis of existing knowledge of commercial vehicle operations. In this paper these assessments are described. Conclusions are drawn on how commercial vehicle operations will react to road pricing proposals and how this should be taken into account when assessing the impact of road pricing schemes.
