LONDON CONGESTION CHARGING: EXPLORATORY SOCIAL RESEARCH AMONG LONDON RESIDENTS

The Department of Transport are undertaking a three year research programme in London to examine the public's reaction to the potential impact of road pricing in the capital. Consultants were appointed in April 1992 to undertake this exploratory research project structured to explore responses to the variety of hypothetical road pricing scenarios. The main objectives of the work were to help in the design of subsequent models and to provide guidance upon future research requirements. The scenarios tested covered a variety of possible characteristics of road pricing schemes, including various combinations of: areas covered by charge; charging levels; charge times; and charge basis. A three part programme was developed to meet these objectives, comprising: focus groups; hall tests surveys; and HATS interview programme.
