ATTITUDES OF POLITICIANS IN LONDON TO ROAD PRICING

There is a strong and growing consensus among transport planners and economists that road pricing would bring significant benefits to the transport systems of many cities. Politicians however have shown less enthusiasm for the idea. By interviewing politicians in London, areas of concern and issues to be resolved before road pricing can be introduced have been identified. In particular the report has found: widespread support for road pricing, but concern about potential problems both of principle and practicality; the importance of achieving environmental and public transport benefits, in addition to congestion relief; the key role of public transport in offering an alternative to those paying the charge and the need for road pricing to be part of a package which includes public transport improvements; and the political dangers of a policy which gives rise to so many practical problems and issues of principle for road users but for which the benefits are diffused and will only become evident over time.
