COMPARATIVE STUDY OF DEVELOPMENT AND IMPLEMENTATION OF TRANSPORT POLICIES IN FOUR EUROPEAN TOWNS

This paper describes the outcome of an EC funded experience exchange project to compare transport systems in Cambridge, Heidelberg, Montpellier and Bautzen (near Dresden). The four towns in the project are linked by twinning arrangements. The projects intention was to look at the problems faced by each town, to review the transport strategies currently being adopted, and to consider future approaches and strategies. The study concentrates on three particular areas: (1) the system of local government and transport management in each town/country and to try and identify the factors which assist or hinder effective transport planning in each case; (2) the role played by public transport in each town and ways of improving the effectiveness and usage of public transport; and (3) possible systems of demand management to control future growth in car usage: this being a problem common to the four towns. The outcome of the study will be documented in a comprehensive report which will be published at the end of March 1993. For the covering abstract see IRRD 863439.
