FUEL TREATMENT--THE SYSTEMS CONCEPT
Shipowners want assurances that the entire fuel-oil treatment system delivers a properly cleaned and conditioned fuel to the engine. Their ultimate demand is a system backed by a performance guarantee covering such matters as manhour input, maintenance costs, spare parts, and reliability. For their part, suppliers also envision delivery of a total system backed by a guarantee covering economy, reliability and functional availability. This paper discusses the steps required to reach this goal. It emphasizes that such a guarantee would first entail the acceptance by owners and operators of delivery of a complete system from a single supplier. Secondly, owners and suppliers would have to work together more closely to develop the database required to support a commitment to a specific guarantee.
