INTRODUCTION: SPECIAL SECTION ON REAL-TIME TRAFFIC CONTROL SYSTEMS. DISCUSSION
This is a discussion of a paper of the above title by Y.J. Stephanedes published in Vol 116, No 6, November 1990 issue of this Journal. The discusser points out that transportation engineers are in danger of representing to the public and the political leaders that congestion may be solved by management and control techniques. This merely serves to divert attention from the true problem of the economy, which can only be resolved by capital investment, by building new roads, and making traffic operations safer. The discussion is followed by a closure by the author.
