BUS TESTING: NECESSARY OR NEEDLESS?
The article discusses the requirement for testing contained in Sec. 17 of the 1987 Surface Transportation Act and administered by UMTA. The testing is required of both large transit buses and minibuses and vans as well. It also includes the vehicles built to resemble street cars that have become popular in many cities. The UMTA testing program is set up in Altoona, Pennsylvania. The article reviews the testing process and assesse the results.
