"MANAGING" SUBURBAN TRAFFIC CONGESTION: A STRATEGY FOR SUBURBAN MOBILITY
The factors behind suburban office migration and suburban traffic congestion are examined, and the grassroots opposition to suburban commercial development and the resultant political pressures are noted. These responses to the problem are coalescing into a strategy called congestion management which combines a greater use of private financing, traffic operations innovations, demand management programs, and regulatory innovations. Implementing the strategy requires close cooperation between local government and the private sector, and a willingness to give the private sector greater voice in local transportation decision. The strategy also necessitates a professional re-orientation. The transportation professional must become more versatile in maintenance and the better utilization of existing facilities in order to meet the challenge of congestion.
