MANAGEMENT OF HIGHWAY ENGINEERING DISTRICTS

This article which covers many issues typical of State DOT field offices, reports an in-depth study of the Pennsylvania Department of Transportation's engineering districts, and a less detailed survey of 13 other state DOTs. The study assessed the role of engineering districts as PennDOT was implementing organizational changes affecting the districts. The study produced (1) specific information concerning the relationship of the engineering districts to the central administration; and (2) an understanding of the operations and administration at the district level. In addition to presenting information derived from the study, the article provides a profile of district management. The study entailed on-site visits and interviews with personnel. The article discusses district operations and issues including communication, fiscal management, personnel management, the role of contractors and consultants, decentralization and the changing role of the districts. It is noted that although the major functions of a highway engineering district are engineering oriented, the major activities and issues of the district engineer are managerial. The engineer's focus will shift from engineering to management.
