MAINTENANCE OF LOW-COST RURAL ROADS - SOME POLICY ISSUES
The maintenance of low-cost rural roads must be included as part of a system involving the relation between several variables such as original design, type of surfacing provided, traffic loads, organizational infrastructure, and availability of funds. The paper examines the rural road problem and evaluates the influence of various factors affecting the overall maintenance strategy. Salient points having direct bearing on the development of an optimum maintenance management system for application under different conditions are discussed. (TRRL)
