EXTENT OF DESIRABILITY FOR STATE CONTROL OF TRAFFIC REGULATION IN MUNICIPALITIES
REDUCTION OF ACCIDENTS, HIGHWAY EFFICIENCY AND UNIFORMITY IN METHODS OF HANDLING TRAFFIC ARE DESIRABLE. ESTABLISHMENT OF A STATE UNIT IS RECOMMENDED, EITHER SEPARATE OR AS A BUREAU OF THE HIGHWAY DEPARTMENT, TO HAVE MORE THAN ADVISORY AUTHORITY IN THE PLANNING OF REGULATIONS AND ENFORCEMENT OF THE LAW. STATE REGULATION OF TRAFFIC MAY INCLUDE SUCH FEATURES AS: STATE LIMITATIONS, TRAFFIC SIGNAL OPERATION, PARKING RESTRICTION, AND CONTROL OF TURNS.
