A model for the financial analysis of toll roads

The paper notes the recent revival in interest in Australia in tolls as a means of financing road works. The use of tolls in other countries, especially the United States, Italy, France, and Japan, is outlined as a background to a statement of the more limited Australian experience. A review of the economics of toll finance includes reference to the objectives of economic efficiency and equity, and also to the implications for other modes. An important consideration in any question of toll finance is the financial feasibility of the proposed facility. A computer based model (mofat) which has been developed to analyse the financial feasibility of toll roads, is described, with particular discussion of several major issues that have arisen in the model development. The model is then applied to a hypothetical corridor to indicate the sensitivity of the financial results to changes in major parameters, such as traffic volumes, loan charges and toll rates (a).
