Forward planning of municipal asset development

The introduction to this paper examines the short comings of present planning and budgeting practices, and proposes a pattern of positive planning and budgeting that correlates space use planning with that of time use and resource use. The paper enumerates 40 steps that municipalities could follow in applying the systematic process of priority programming and budgeting. Various patterns of effort time relationships that municipalities might adopt are discussed, and the author concludes that the best practicable pattern is that which provides for expending steadily expanding total annual effort in maintaining existing assets, replacing old assets, and providing new assets. In the final section, the prediction model is analysed to secure mathematical relationships between the variables.
