An approach to optimization in highway planning

Every country has its own problems, closely linked with its economic and human environment and its natural resources and one of the most important problem is transport planning. It is realized that different planners will offer different solutions in evaluating the same problem. The difference comes about as the result of the use of different sets of objectives and criteria, different prediction techniques, different techniques for searching for alternative designs and design variables, etc. To eliminate the use of different sets of objectives and criteria, a "planning process" should certainly be formalized. This paper suggests an approach to optimization in highway planning to be used in developing countries.
