Mitigating Erratic Vehicular and Pedestrian Movements at Un-Gated Signalized Light Rail Crossings, City of Baltimore, Maryland

This paper discusses light rail, vehicular and pedestrian safety mitigation measures implemented in the City of Baltimore, at 17at-grade signalized intersections along a 1.9 miles in the Howard Street Light Rail Corridor. Safety measures to reduce pedestrian-related incidents are emphasized, considering their relative severity. Resources for this study included the Federal Highway Administration’s Manual on Uniform Traffic Control Devices (MUTCD), the Maryland Supplement to the MUTCD; the Maryland Vehicle Code; the Transportation Research Board TCRP Report 17, “Integration of Light Rail Transit into City Streets”; the California Traffic Control Devices Committee Report, “Light Rail Traffic Manual”, 1994 Edition; TCRP Project J-06/Task 65, Operations of Street Running Light Rail at Higher Speeds, July 2007; and TCRP SA-20, LRV Collisions with Vehicles at Signalized Intersections, Synthesis Report, December 2008.
