TASK A-1: Motivations Behind Electronic Road Pricing. What is the Driving Force Behind the Worldwide Rise in Tolling? A Review of Innovative Road Pricing from Across the Globe

This report examines the motivations behind and objectives of various road pricing initiatives. Through a series of case studies, it looks at the forces behind the growing shift in transportation policy to electronic pricing. Following the case studies, a synthesis of common motivational themes behind the implementation of electronic road pricing is presented. The case studies focus on facility congestion tolls, cordon tolls, weight-distance truck tolls, mileage-based user fees, and electronic roadway tolling.
