Taking care of the stock

This article looks at the various bridge management groups existing in the UK. Originally infrastructure was controlled from central government, involving public and private sector engineers: when local authorities were restructured in the 1990s much design capacity was externalised, reducing the central direction for bridge management. The County Surveyors' Society includes the Bridges Group which directs eight area bridge conferences in England, plus one each for Wales, Scotland and the London area. Information is passed down this hierarchy and issues can be raised from bridge managers. Following a major national programme to strengthen all bridge stock, liaison was introduced between the Bridges Group and central government, the Highways Agency, and Network Rail, the largest of the private bridge owners. The Bridges Board was set up by the UK Roads Liaison Group: finally the Bridge Owners' Forum was established to identify areas that would benefit from additional research. Although this co-operation of three groups has worked well since 2000, a formal review is in progress, with the aim of increasing international engagement.
