Do Tolling Applications Meet Their Objectives? Framework for Evaluation

There are numerous potential objectives to tolling – it is no longer just about raising money to build a road. Once the objectives are clear, it is important to understand the potential stakeholders (winners and losers) and then craft an evaluation to show how these stakeholders might be affected. These relationships are not always obvious, and take some thought. The lack of agreement among policy makers on how policy objectives relate to tolling applications presents a confused picture to the public. This framework is intended to help policy makers understand the basics of different tolling applications and how they relate to the objectives that people expect tolling to accomplish. With this basic understanding, decision makers can then take the next steps, if appropriate, toward a coherent tolling policy that meets its transportation policy objectives. Gaining a useful understanding of the public’s perceptions of tolling as a solution is an interesting challenge. People will snap to quick judgments about tolling before having the time or patience to understand a specific proposal. This dynamic plays against honest efforts to move projects along quickly, because if people do not understand something, or understand it incorrectly, they are more likely to reject it. These considerations will be important as states and regions moves toward understanding how tolling might fit in to the future of transportation
