The Operation and Safety of Mobility Devices in Public Transit Services

This paper addresses operational and safety issues in transporting mobility devices (eg. wheelchairs, scooters, etc.) for people with disabilities. These concerns are due (in part) to: (1) The increasing diversity of equipment (especially mobility devices and restraint systems); (2) design inattention to the "transportability" of mobility devices; and, (3) a lack of standards and policies on the subject. Policy makers, operators and users of specialized transit systems require objective guidance in these issues. There have been many assertions regarding safety, but largely in the absence of real, in-service data. The objective of this research is to provide a factual basis to assess the risk involved in the boarding and carriage of various mobility devices on specialized transit vehicles. Preliminary conclusions are drawn regarding safe and unsafe practices and equipment. Although the resulting data has limited statistical validity, this is one of the first attempts in North America to gather quantified data regarding the safety of mobility devices in transit.
