The sustainability of rural roads
The Government of India established the Bharat Nirman programme to improve rural infrastructure and allow rural economies to grow by establishing targets for rural infrastructure. The rural road target is being addressed by the Pradham Mantri Gram Sadak Yojana (PMGSY) programme. In the first phase, all weather roads will be provided to unconnected villages with a population of 1000 in plan areas and 500 in hilly and tribal areas. Additional roads will be provided in phase two for villages with 500 people in plain areas and 250 people in hilly and tribal areas. This paper describes five aspects of road provision that determine the sustainability of the roads: whole life costing, social benefits, materials and pavement design, road safety, and quality assurance.
