The BC Canada P3 highway improvement contract model

A Public-Private Partnership (P3) is a co-operative venture for the provision of infrastructure or services that is built on the expertise of each partner. The model is intended to provide a structure that best meets clearly defined public needs, through the most appropriate allocation of resources, risks, and rewards. In a P3, the public sector maintains an oversight and quality assessment role while the private sector is more closely involved in the physical delivery of the service or project. This paper describes a P3 contract model, developed in British Columbia, for the construction of extensive new highway and the delivery of associated operations, maintenance, and rehabilitation infrastructure works over a 25 year contract period. Details are provided on the model, purpose, appropriateness, process, success factors, common misconceptions of a P3, and funding mechanisms. The Canadian P3 contract model is also compared with various existing highway contract models in New Zealand, Australia, and the United Kingdom. Given the increasing demand on national funding in New Zealand, this contract model may provide an option for essential strategic highway projects where capital costs are substantial. (a)
