Evaluating the Effectiveness of TDM and Public Awareness Programs for the US 101 Highway Reconstruction Project in San Luis Obispo, California
The authors evaluate the effectiveness of a transportation demand management (TDM) and public awareness campaign (PAC) utilized in California during a major highway reconstruction project. Some of the PAC measures included: a web site and telephone service, on-site staffing to initiate and coordinate communication, print and electronic materials, and media relations. The most effective method was found to be the PAC's solicitation of the media, as the media cited the PAC as their primary source of information. The TDM measures included: an increase in transit service, discount on monthly transit fares, financial incentives to carpoolers, and a construction of a new Park and Ride lot. The TDM program was found to be both cost-effective and successful at reducing vehicle trips on the highway.
