ELECTRONIC LICENSING : RELEVANT TECHNOLOGY FOR SOUTH AFRICA?

This paper looks at the feasibility of implementing electronic licensing for vehicles in South Africa. The following areas are covered: technological, production and implementation systems financial, benefit cost analysis, social issues, public and political acceptability, and institutional feasibility. The paper concludes that in order to make electronic licensing financially attractive, it would need to be accompanied by economic benefits. Its viability would also be contingent upon the ability to introduce new forms of traffic control and the facilitation of logistics. Given that appropriate technology is already available, the concern is directed towards the need for a relevant organization to lead the way in implementing an electronic license program.
