THE SCOTS WAY

The evolution of trunk road highway asset management in Scotland is discussed. In 1996, the network was divided into eight units plus the M74 autolink. The units consist of three premium units, comprising the motorways and high-standard interurban dual carriageways, and five all-purpose units covering the remainder of the network. The management and maintenance of each unit is undertaken by maintenance organisations (MOs). The Scottish Office's development department maintained the decisions on overall strategy, budgets and technical specifications. The activities of the MOs were monitored and audited by a performance audit group (PAG). Since 1999, the network has been divided into four units, with the management and maintenance provided by an operating company (OC) and monitoring by the PAG. Information technology has proved to be essential for the management of highway assets. Systems used include routine maintenance management systems, contract control and management systems and the performance inspection reporting system.
