ELIGIBILITY, PRINCIPLES AND PRACTICE

Many people have good intentions when setting up a transport service for people with reduced mobility and set policies stating that the service is for all people with some form of mobility handicap. Translating intentions into practice is difficult. The procedure by which new users are registered needs careful thought. The registration procedure is not the only aspect of a service which will determine who ultimately uses it. All parts of the service are interwoven in a complex web of individual design decisions, some of which are interdependent. The lack of knowledge about how service design acts to select users leads to some people being deterred or not allowed to use the service. It can also hamper the development of a project and severely restrict the ability of the people operating and supporting the project to gain resources needed to develop the service.
