EVALUATION OF TRANSPORT INFRASTRUCTURE PROJECTS BEYOND COST-BENEFIT ANALYSIS. AN APPLICATION TO BARCELONA'S 4TH RING ROAD

The effects of Barcelona's proposed 4th ring road project are evaluated by complementing traditional cost-benefit analysis with a quantification of the short and long run macroeconomic effects derived from the project. In addition to the usual social costs and benefits accounting, the impact that the project would have on economic growth, investment and employment, both regionally and nationally, are quantified. Results show that the social benefit rate or return on investment is below the usual 6% benchmark, although the sensitivity analysis shows that such a result greatly depends on the value employed to convert travel time savings into monetary flows. The quantification of the economic effects derived from the building and operation of the infrastructure shows a clearly positive effect on gross domestic product and employment, particularly in the tertiary sector, without crowding out effects on private investment. The economic sectors receiving the most benefit are services and construction.
