PLANNING THE TRANSPORTATION SYSTEM FOR ECONOMIC DEVELOPMENT: A SURVEY OF SOME OF THE INITIATIVES BEING INVESTIGATED IN WELLINGTON

This paper surveys the role of transport in economic development in the Wellington region. It considers a diverse range of initiatives to facilitate business activity. Some of the approaches are creative. Many of the obstacles are due to lack of sound national level policy directions and the processes and procedures generated by Government agency bureaucrats. Many of these defy logic but nevertheless have to be navigated. A number of opportunities are examined. The issues created by national level bureaucracy are highlighted and the steps taken to deal with these obstacles are described.
