HOW TO SELL THE MESSAGE "ROAD MAINTENANCE IS NECESSARY" TO DECISION MAKERS

This paper presents a plan on how to make road maintenance a policy area that political decisionmakers can better market to the public at large. A key part of the presentation is how the Technology Transfer Centers can be used in this process. The paper is based on the author's experience in this area of policy, his participation over many years in several international road and transport organizations, and efforts conducted in East Africa.
