GOVERNANCE AND COMMERCIALIZATION: DELIVERING THE VISION
Governments internationally have been devolving responsibility away from the public sector to the private sector for transportation support entities. In Canada, this has happened to airports and ports, with the intention to secure the benefits of commercially driven business decision making in organizations previously run by government and, at the same time secure compensation for prior taxpayer investments. The purpose of this paper is to begin the discussion with a small but readily discernible issue - the structure of the Boards of Directors of the newly created commercial entities.
