CAR PARK AND SOCIAL HOUSING - NATIONAL PLANNING AND HOUSING POLICY - A REPORT FOR THE HOUSING CORPORATION AND THE GUINESS TRUST

UK policy for planning and housing increasingly emphasises sustainable locations and the efficient use of urban land. It is also recognised that car ownership and accessibility are much lower than usual among housing tenants. This report presents the positive steps that registered social landlords can take to ensure that they address these issues in to balance location, the aspirations of tenants, scheme viability, design, future management and maintenance, and planning considerations. It is essential for social landlords to form their own view, and negotiate with planning and highway authorities on planning applications from the start, rather than accepting parking standards as fixed. In suitable locations and circumstances, landlords should always explore the scope for innovative housing projects with less emphasis on the car. The report is based on a research project, in which letters were sent to 279 registered UK housing associations, of whom 84 responded. The report formulates a sustainable policy framework and reviews the housing association experience. It offers good practice guidance in: (1) policy and negotiation; (2) design principles for car parking; and (3) parking in relation to urban density. It finally discusses whether the concept of car-free housing is worth exploring further.
