THE E-TRANSPORT (MOROCCAN ESSAY)

The development of large networks of roads and other methods of transport, to meet rising transport demand, has often been increasingly expensive, especially for developing countries which rely heavily on foreign credits and loans. Other approaches should be sought, which are more adapted to the multidimensional context of sustained development, including economic, social, and ecological aspects. This essay aims to present a possible solution to the problem, using a new approach integrating transport planning with a more general communication framework, based on the Internet and other advances in information technology. At a certain level of economic development, use of the Internet will reduce transport demand. It will modify the work environment by developing telework, affect the traditional production-storage-distribution-consumption chain, and improve services, shopping, and leisure. This will lead to environment conservation, optimal fuel consumption and land use, release of funds to other social sectors, a better organised economy, and more efficient resource allocation. The essay emphasises the importance of such an approach to Morocco, especially through good use of the Internet, and lays down the fundamental bases of a strategy stimulating such sectors which have strong growth potential.
