ELECTRONIC ROAD PRICING IN SINGAPORE

This paper presents an overview of the key events in the development of congestion pricing from June 1975, the time at which Singapore implemented the world's first congestion pricing program. Other pricing measures for managing road travel demand are described including: Additional Registration Fee (ARF) and the Vehicle Quota System (VQS). The author also describes modal share in Singapore and derives price elasticity values from congestion tolls. The author concludes with a discussion on balancing congestion tolls with car ownership costs is discussed.
