COMBATING CAR PARK CRIME IN THE UNITED KINGDOM

This article relates how crime in car parks in England and Wales has been reduced. Vehicle crime accounts for 20 percent of all crime in the UK, and 22 percent of that takes place in car parks. Crime went down in the late nineties largely as a result of earlier improvements in auto security, such as locking systems, alarm systems and engine disabling systems. The Secured Car Parks scheme, launched in 1992, improved security by emphasizing car park design, but only worked in newly-constructed facilities, while most car parks are older facilities that could not be redesigned. What has worked best since then has been closed circuit television combined with active patrolling. This article describes the kind of CCTV that the organization has installed in Manchester's 44 car parks. The fiber- based transmission system carries video, data, audio and network traffic. The investment is considerable, but worth it, the director maintains, because safety attracts customers.
