EVALUATION OF ROAD MAINTENANCE MANAGEMENT SYSTEM IN JORDAN

The main objective of this paper is to evaluate the existing road maintenance management system (RMMS) in Jordan during the period 1987-90. The following steps had to be taken to evaluate the effectiveness of this system: (1) investigating the state of the road pavement during time; (2) examining the distribution of routine, preventative, and major maintenance expenditures; and (3) comparing the planned routine maintenance activities with the actual work performed. A consistent database was developed, including all the information required for analysis, to achieve these tasks. The study was restricted to the period 1987-90 because the application of the RMMS was stoppped in 1991 due to government administration problems. The information sources used were road inventory records, pavement condition evaluation records, and routine maintenance records. The paper describes the road network in Jordan, the RMMS itself, the development of pavement condition, different types of maintenance expenditures, and routine maintenance activities. Jordan's road network is continually deteriorating, and the authors recommend the improvement of the existing RMMS, using new technologies such as geographical information systems (GIS) and stereo vision systems, together with the special training of their users.
