VALUE ANALYSIS AND THE QUALITY OF HIGHWAY INVESTMENTS IN FRANCE
This paper describes value analysis within the context of quality assurance, as follows: Overview of the specific organization established by the French Highway Branch and SETRA for the dissemination of value analysis and its applications; numerous examples of applications (geometric design, pavement structure, bypass roads, interchanges, land use planning, etc.); major methodological conclusions based on several years of experience in France and comparisons of a standardized method with actual highway projects; explanations for owners as well as principal contractors of the parameters used to integrate systems design and value analysis within the control, design and implementation of highway investment operations.
