THE GENERAL TRANSPORT PLAN CASTS THE PROBLEM OF URBAN TRANSPORT AS AN ABSOLUTE EMERGENCY AND ANTICIPATES THAT IT WILL HAVE CONSIDERABLE TIMES AND COSTS WITH RESPECT TO OTHER AREAS OF TRANSPORT, IDENTIFYING A SERIES OF ACTUATIVE INSTRUMENTS FOR A TIMELY DEVELOPMENT OF SUPPLY. FIFTY-FIVE PER CENT OF THE ITALIAN POPULATION AND 70 PER CENT OF PRODUCTIVE INDUSTRY IS CONCENTRATED IN METROPOLITAN AREAS. IN CONSEQUENCE, MORE THAN 60 PER CENT OF MOVEMENTS TAKE PLACE THERE. MOREOVER, THE STRONG INCREASE IN DEMAND FOR MOBILITY MAKES IT CLEAR HOW, WITHIN A SHORT TIME, THIS 60 PER CENT WILL REPRESENT AN EVEN MORE WORRYING FACT IN ABSOLUTE TERMS. WITHIN THE SCHEDULE OF GREAT OVERALL NUMBERS THE MODAL DISTRIBUTION ANALYSIS IS INSERTED WHICH EXPECTS 88 PER CENT OF DEMAND TO BE SATISFIED BY PRIVATE TRANSPORT AND THE MAJORITY OF REMAINING 12 PER CENT TO BE LINKED TO PUBLIC ROAD TRANSPORT. THIS SHOULD NOT SURPRISE US IF WE CONSIDER THAT IN OUR COUNTRY THERE ARE ONLY 85 KILOMETRES OF FUNCTIONING UNDERGROUND RAILWAYS; THAT TRAMLINES ARE FEW AND FAR BETWEEN, IN FACT IN MILAN AND TURIN; THAT THE RAILWAY CONCESSIONS ARE ONLY TODAY ADAPTING THEMSELVES TO THE ROLE THAT THEY MIGHT PLAY IN URBAN AND SUBURBAN AREAS; THAT ONLY IN THE PAST TWO YEARS THE FERROVIE DELLO STATO HAVE MODIFIED ITS HORIZONS EVEN LOOKING AT A POSSIBLE SERVICE IN UNDERGROUND AREA. THERE ARE TWO OVERRIDING QUESTIONS: WHAT THRESHOLD OF RISK HAVE WE REACHED AND WHAT ARE THE PROSPECTS?
