ON THE SHIP OPERATIONS TO IMPROVE THE SAFETY OF NAVIGATION IN TOKYO BAY
In this paper, a new marine traffic simulation method is developed. The method represents the marine traffic flow by a network and uses Subjective Judgement value proposed by Hara as an index to evaluate the ship's collision risk. Four proposals to improve navigational safety in Tokyo Bay are discussed. Based on these proposals, simulations are performed to investigate how collision risk in Tokyo Bay can be reduced. It is found that the simulation method is effective to pinpoint areas of high collision risk and to examine policies for improving navigational safety. It is expected that the method can be used to establish how the change of traffic flow due to the shift or establishment of the port facilities influences navigational safety.
