CONTRACTING FOR THE BUILDING OF A CONTAINERSHIP IN THE U.S. - A BUYER'S STORY

This paper describes all aspects of determining the requirements, designing, bidding, contracting and constructing of Matson's new containership built for the Jones Act trade from the West Coast of America to Hawaii. The main purpose of the paper is to provide an overall view of the project from the shipowner's prospective starting from the time the need to expand the fleet is identified to the final design, construction, delivery and subsequent successful operation. The paper concentrates on the commercial U.S. shipyard environment at the time and the methods by which the shipowner tried to obtain a ship in what became most difficult circumstances. The paper includes a description of the initial preliminary design developed by the shipowner and the subsequent preliminary and contract design developed by the participating shipyard, shipowner and consultants; the ship design which was eventually built. Some of the important and unique features of both ship designs are examined. The paper concludes with a retrospective evaluation of the major events and pertinent technical matters along with a discussion of the author's view of the state of commercial shipbuilding in the U.S.
