TRAINING, PROFICIENCY TESTING, AND LICENSING OF MASTERS OF SEA- GOING VESSELS USING A FULL-MISSION SIMULATOR

Although a well-chosen standard of watchkeeping and navigation in ports and other sensitive areas is of major importance, there still is no well-developed methodology to assess performance of the master,d and his proficiency to conduct his specific task in a safe and responsible way. Therefore, Rotterdam is in the process of developing such a methodology to conduct proficiency testing in an objective way by using full-mission simulators. In this paper the research methodology is outlined.
