SMART SOLUTIONS FOR TRAFFIC MANAGEMENT
This article assesses the benefits of smart cards to road users and operators, and describes the approach used by GEMPLUS Card International, France. Smart cards provide a secure, efficient and reliable revenue gathering mechanism for electronic toll collection, parking, and other transport applications. GEMPLUS manages each individual account at the in-vehicle unit level, in the smart card, for reasons of simplicity, security and privacy. The smart card can guarantee that operators will be paid, as soon as one of their transactions has been shown to be executed. GEMPLUS has developed special software routines to ensure sufficiently rapid transaction times. Its cards follow international smart card standards as closely as possible. Smart cards are especially suitable for cashless parking meters and parking ticket machines, where they have many significant advantages for both operators and drivers. It is necessary to protect against cloning, forgery, emulation, theft, tampering of smart cards, and repudiation of their transactions. After extensive field tests in Europe, the USA and Japan, the smart card has emerged as the most desirable technology for transport payment systems. For the covering abstract see IRRD 867908.
