Abstract:

This book is an introductory text discussing the basic elements of airport finance. Chapter 1 deals generally with the patterns of airport ownership on a worldwide basis and describes the sources of revenues and expenditures, the manner in which airport accounts are reported, and the form in which airport accounts are reported. Because systems and practices vary among countries, the material is presented on a comparative basis. In Chapter 2, Harry Kluckhohn describes the manner in which U.S. airports are financed. The financing of non-U.S. airports is covered in Chapter 3. Again, the material is presented on a comparative basis. Chapter 4 is a primer of the various types of commercial financing that exist. These may or may not be available to individual airports depending on the regulatory structure under which they operate. Robert W. Poole has contributed Chapter 5, which draws on his extensive experience in studying privatization and examining how well such a system could be applied to the U.S. case. The position of concessionary agreements is examined from an international position in Chapter 6. Chapter 7 presents a general discussion of the purpose and format requirements of a financial management information system. Chapter 8, "Life-Cycle Costing," encapsulates the concepts of financial appraisal in the airport context and uses simple case studies to show how the principles are applied. Chapter 9 describes how financial performance indicators are computed and how they are used. In the final chapter, "Business Plans," the principles of setting up a business plan are exemplified by a case-study approach, which is based on the actual business plan of a real airport.
