This is the transcript of a Reason Foundation/Competitive Enterprise Institute Seminar held April 17, 1990, at the Hyatt Hotel/Los Angeles International Airport. The seminar looked at various means of addressing transportation congestion problems, as well as potential means of addressing air pollution problems. Also discussed were the technical and political barriers to implementing such concepts as auto emissions and congestion charging.
