SOME HIGHWAY ECONOMIC ANALYSIS EXPERIENCES WITH THE 1985 HIGHWAY CAPACITY MANUAL. 1986 ANNUAL CONFERENCE PROCEEDINGS VOLUME 2
This study uses statistics from Alberta transportation as the data base and compares cost-volume curves obtained from the 1965 and 1985 highway capacity manuals produced by the United States Transportation Research Board. The main conclusion of the investigation is that the application of the 1985 manual's data and capacity analysis procedures, when employed with the traditional values of other variables, produces cost-volume relationships that might appear unacceptable from both the highway agencies' and the road users' perspective. The paper suggests that, in order to reflect the cost of deterioration in service with increasing traffic volume on two-lane roads, a cost of comfort and convenience should be computed and added to the other components of the user cost.
