UNUSED POSSIBILITIES FOR INCREASING ROAD SAFETY IN AUSTRIA

UNGENUETZTE MOEGLICHKEITEN ZUR ERHOEHUNG DER VERKEHRSSICHERHEIT IN OESTERREICH

A target- and present state-analysis of safety systems is carried out and the effects on the accident rate of full use of the possibilities presented is quantified on the basis of proven results from the literature. The most efficient measures resulting are: unified accident evaluation by means of computers and the establishment of accident type cards; alteration in the seat belt laws; changes in the crash helmet wearing laws; a ban on heavy motorcycles; improvement in lighting equipment for drivers and pedestrians, reduction in the risk to learner drivers by improved driving instruction; equipment of main roads and local roads with carriageway markings; general speed limits; improvements in bicycle equipment and in the cycle track network; extension of the motorway network as well as efficient surveillance of all legislative measures by the executive. For all measures carried out, accident reduction factors for the number of traffic fatalities and traffic injuries are calculated. These give as a rough estimate a reduction of 8000 accident fatalities for the period of time between 1971 and 1979 for actual rigorous use of such possibilities. (TRRL)
