Social and Economic Impacts of Transport Policy
In 2010, the European Union (EU) adopted a policy strategy towards a more sustainable and social market economy. Against this background, the ASSIST project provides the EU Commission with information and advice concerning the possible social, economic and environmental effects of transport policies applied in the EU Member States or other countries. Concerning the effects, there is a lot of information available on economic and environmental effects. We know how to use them in transport policy assessments. This is however not the case with social effects. Therefore, the ASSIST project has a focus upon the social effects of transport policy. Social effects of transport policy received the attention of the European Commission. As part of the integral assessment of transport policy, this aspect is often overlooked. The project takes aspects into account such as: Who are the affected social individuals or groups and what type of social effect needs to be taken into account? Identified social effects comprise health, barriers, social exclusion, cohesion safety, security, rights and behaviour. The first steps in the project shows that social effects are usually not taken into account in assessments. Problems with quantifying these effects is probably one of the reasons. The challenge therefore is, how to take them on board in assessments. The work is in progress, but the authors would like to discuss the work through a discussion session. The authors propose a short introduction about the subject (10 minutes) to present items for discussion. Questions to be discussed are: What are social effects? How to assess or measure social effects? Are social effects needed in an assessment of transport policy? How to compensate negative impacts for certain groups and involve social groups in this compensation that are positively affected.
