The mobility of Rhône-Alpes inhabitants: the construction of a new travel survey protocol
In France, local authorities have been responsible for the organization of non-urban road transport services and regional rail transport for the last ten years. In order to fulfil these missions, French regions are increasingly planning to conduct household surveys on travel practices. Although a standard for travel surveys has existed for the last thirty years at a national level, via the French National Travel Survey (ENTD) and at a local level (via EMD and EDVM surveys), France does not yet have a stabilized methodology to observe mobility at a regional level. This paper presents a survey protocol developed in the Rhône-Alpes region by the CETE de Lyon and IFSTTAR. The survey has three objectives. Firstly, it aims to estimate travel flows and travel behavior at a scale that is precise enough to enable transport policy assessment at a regional level. Secondly, it must enable changes in travel practices to be detected, so as to assess whether these changes are due to conjuncture-related phenomena or genuine modifications in behavior. Finally, this survey is a pilot project that aims to propose a national standard that could be used in other French regions.
