INVENTORY, EVALUATION AND SYSTEM PLANNING FOR THE SAN FRANCISCO MUNICIPAL RAILWAY ROLLING STOCK, WAY AND STRUCTURES, SHOPS AND GARAGES

THE PRESENT CONDITION OF THE ROLLING STOCK, WAY AND STRUCTURES, AND SHOPS AND GARAGES OF THE SAN FRANCISCO MUNICIPAL RAILWAY (MUNI), THE NORTHERN CALIFORNIA TRANSIT DEMONSTRATION PROJECT'S PLANS FOR THEIR MODERNIZATION, AND THE STEPS NECESSARY TO SECURE ITS AIMS ARE DESCRIBED. THE ROLLING STOCK IS OVERDUE FOR REPLACEMENT (DIESEL COACHES, REQUIRING A HIGH RATE OF MAINTENANCE, SUSTAIN HIGH DAMAGE FROM STREET AND YARD CONGESTION; OUTMODED EQUIPMENT REQUIRES EXPENSIVE MANUFACTURING OF PARTS THROUGH CASTINGS AND/OR MACHINING TO MAINTAIN THE VEHICLES.). THE WAY AND STRUCTURES, IN NEED OF RENOVATION, ARE ADEQUATE FOR PRESENT FUNCTIONS. ALL SHOPS ARE EXTREMELY OVERCROWDED CAUSING DOUBLE SHIFTS ON OVERHAULS, AND EXAGGERATED INCIDENCES OF BODY DAMAGE WHICH STRAIN EVEN MORE THE LIMITED FACILITIES. RAPID TRANSIT CONCEPTS CALL FOR AN EXTENSION OF THE MARKET STREET-TWIN PEAKS SUBWAY; ALONG THE EXISTING MUNI RIGHT-OF- WAY, A SUBWAY WITH THREE STATIONS IS PROVIDED. STUDIES DETERMINED THAT COMPARATIVE OPERATION OF SYSTEMS FAVORS USE OF RAPID TRANSIT CARS IN MULTIPLE-UNIT TRAINS. RICHMOND CORRIDOR'S BUSWAY CONCEPT UTILIZES STANDARD COACHES (EXTENSIVE FUME EXHAUST AND VENTILATION SYSTEMS, AND MULTIPLE PASSING LANES AND LOADING PLATFORMS BEING MAJOR REQUIREMENTS) IN A TWO-LANED, EIGHT STATIONED BUS TUNNEL UNDER CONGESTED DOWNTOWN STREETS. A SUBWAY CONCEPT PROVIDES A RAIL TUNNEL WITH TWELVE STATIONS; A SIMILAR SUBWAY-AERIAL CONCEPT HAS FIVE SUBWAY AND SEVEN AERIAL STATIONS. SUNSET TUNNEL MODIFICATIONS PROVIDE FOR BUSES' USE OF THE EXISTING TUNNEL (WITH PAVING, VENTILATION, LIGHTING, AND TILING TO AID EXPRESS SERVICE IN THE PRESENTLY CONGESTED AREA); THE SUNSET SUBWAY CONCEPT CALLS FOR A NEW RAIL TUNNEL, PARALLEL TO THE EXISTING TUNNEL, FOR A SUBWAY WITH FIVE STATIONS. THE CABLE CAR REHABILITATION PROGRAM IMPROVES WAYS, STRUCTURES, AND EQUIPMENT FOR GREATER SAFETY AND EFFICIENCY; RESTORATION OF THE CABLE CAR BARN; LINE EXTENSIONS TO THE POWELL-MASON AND CALIFORNIA LINES; AND THE ADDITION OF FIVE NEW POWELL TYPE CABLE CARS. THE MUNI MODERNIZATION PROGRAM INCLUDES INSTALLING FARE COLLECTION EQUIPMENT, A VEHICLE REPLACEMENT PROGRAM, AND USE OF A RADIO AND TELEMETRY CONTROL SYSTEM. THE PROJECT FORECASTS A SUBSTANTIAL REDUCTION IN FLEET SIZE DUE TO THE ELIMINATION OF STREETCARS AND A DECREASE IN THE NUMBER OF MOTOR COACHES; REPLACEMENT OF OLD OBSOLETE EQUIPMENT IS MANDATORY. /UMTA/
